It has been a hard year for mining. The world- class professionals who work in Canada’s mining industry have faced challenges never seen before. Uncertain markets. Strained supply chains. Total shutdowns in the wake of COVID-19. Yet, in the midst of this global challenge, Canada’s mining sector and its workers stepped up. They put in place measures to protect communities, particularly rural and remote Indigenous communities, as the pandemic took hold. And it seemed like every day we were hearing about another mining company donating much-needed supplies for health care, providing money to local foodbanks, or investing in COVID-19 research. Those efforts had a very real impact on the lives of fellow Canadians. I want to thank you. When the pandemic struck, the urgent and immediate priority of governments worldwide was public health and safety. Very quickly, it became just as clear that economic action would also be needed. We acted quickly, delivering the largest economic program in Canadian history – the COVID-19 Economic Response Plan. For the mining industry, those measures included providing vital bridge financing for larger mining companies as well as increased flow-through share flexibility for junior exploration companies, all with a goal of keeping Canadians working. Now, as the world begins to make sense of the “new normal” that is taking shape along with the evolving COVID-19 pandemic, and as we recommit to our goal of building a net-zero emissions economy, Canada needs its mining sector more than ever before. Fortunately, we have a strong foundation to build on. In the months before COVID-19 struck, our government was working with industry and others to position Canadian mining for success – anchored by the Canadian Minerals and Metals Plan (CMMP), our roadmap for the future. Together with our provincial and territorial partners, we are continuing to develop measures for the next instalment of the CMMP Action Plan. We’re building on Canada’s position as a global mining power and supporting firms that are the starting points of supply chains for medical equipment, clean technologies, manufacturing, aerospace and defence. Our government sees critical minerals as a generational opportunity for Canada to grow our economy and create jobs by building value- added industries here at home. These minerals are vital for electric vehicles, solar panels and other low-carbon technologies, and our closest trading partners are looking to us to become a trusted ally in securing their supplies. As part of this, we finalized a Joint Action Plan on Critical Minerals Collaboration with the United States. Under this plan, our two countries are securing supply chains for important manufacturing sectors. We’re also strengthening partnerships with allies such as the European Commission and Japan. We launched the Canadian Battery Initiative, which challenges Canada’s innovators to revolutionize the technology, design, and manufacture of tomorrow’s batteries. We are working with industry and other governments to attract international investment and develop export markets both for the batteries themselves and for the materials that go into them. Of course, we also face challenges. There is the issue of orphaned and abandoned mines. Through the National Orphaned and Abandoned Mines Initiative (NOAMI), we built a national inventory of these sites, engaged communities, identified funding opportunities, as well as ownership and liability issues. Under the CMMP, the sector is now considering an expanded mandate for NOAMI, with pan-Canadian approaches to mine reclamation and a greater focus on climate-related risks. When the global economy bounces back – and it will bounce back – markets will be looking for clean, sustainable products, technologies, and services. By investing in innovation, updating our national approach to next-generation geo-science to help discover new deposits, developing the mines of the future and cementing our strong Canada Brand, I am confident that we will attract investment, create jobs, gain access to new markets and show the world that Canada is ready to lead.
