And while it is “all about the payback,” decreasing costs due to rising volumes will help that equation. Ward estimates the horticultural industry is roughly at 50 out of 100, in terms of robotics development. He says it’s pretty good in conveyance, with room for improvement in packaging and overall use of data, and significant development yet to come in crop maintenance and harvest. “I think there is a lot of room for improvement,” he says, agreeing that progress may be exponential instead of linear. “I think we’ll see things start to take off quickly.” Laughing, he does not fear horticultural robots will become self-aware and take over the industry. “The operator will always have the final say on things,” he says, pointing out robotic development will, in fact, open the door to technically skilled personnel to enter the horticultural industry. “There’s definitely a lot of work left to do, but there is a lot of momentum behind it right now.” « Une machine qui fait défaut tout le temps ne permet pas d’économiser de la main- d’œuvre et ne fait pas le travail qu’elle est censée faire, » explique M. WHAT IS IBR? The incorporation of documents by reference is a drafting technique that brings the content of a document into a regulation, without the need to reproduce the document in the regulation itself. This allows the regulations to reflect modern science and new innovations. Documents incorporated by reference have the same force of law as the regulation in which they are incorporated. The Canadian Grade Compendium, Volume 2 – Fresh Fruit or Vegetables is among these documents. WHAT DOES THIS MEAN FOR HORTICULTURE? In 2009, the Fresh Produce Alliance (CHC, CPMA, DRC) completed a review of the Compendium’s 30 grade standards, with the goal of assessing what elements, if any, could be revised to account for advances in changing production and packing, market demands, and opportunities to more closely align with corresponding USDA grade standards, where it made sense to do so. A significant inventory of proposed changes was compiled. Prior to IBR, a regulatory change was required to amend a grade standard; however, with the new provision, changes are possible based on appropriate industry-wide consultation. Building on the 2009 listing, commodity-specific review teams are revisiting the standards to reaffirm previous recommendations and determine additional changes needed to meet evolving needs. The review teams, which include volunteers from across the fresh produce value chain and across Canada, are considering: • The CFIA Grade Compendium; • Previous recommendations; • CFIA Quality Inspection Manual; Le Règlement sur la salubrité des aliments au Canada comprend une disposition relative à l’incorporation par renvoi (IPR) qui donne lieu à une possibilité prévue depuis longtemps pour l’horticulture. En 2009, l’Alliance des fruits et légumes frais (CCH, ACDFL, DRC) a terminé un examen des 30 normes de classement du Compendium dans le but d’évaluer les éléments qui pourraient être révisés, le cas échéant, pour tenir compte des progrès réalisés dans l’évolution de la production et de l’emballage, des demandes du marché ainsi que des possibilités d’harmonisation plus étroite avec les normes de classement correspondantes de l’USDA lorsqu’il est logique de le faire. Un important inventaire des changements proposés a été dressé. Avant l’IBR, une modification réglementaire était nécessaire pour modifier une norme de classement, mais avec la nouvelle disposition, des changements sont possibles sur la base d’une consultation appropriée à l’échelle de l’industrie. GRADES MATTER As the lexicon for describing fruit and vegetable commodities and associated defects, grade standards are foundational to DRC’s Good Arrival Guidelines and Trading Standards. They serve to establish expectations for arrival condition, support inspections, and contribute to the resolution of disputes.
